Org. Setting and Reporting
The post is located within the Security and Safety section either at Arusha (Tanzania) or Kigali (Rwanda), and will function under the supervision of a Security Sergeant.

Responsibilities
Under the overall command of the Chief of Security, the security officer is required to perform armed security functions and reports directly to the security sergeant in providing safety and security services including but not limited to the screening and access control of all person, vehicles or packages entering or leaving the UNICTR premises and annexes, conducting patrols, maintaining logs, issuing of ground passes, traffic control, preventing loss of UN property and maintaining general order at ICTR controlled premises. Replaces the Team Leader in their absence. The incumbent shall:

Under the direct supervision of the Security Sergeant (Team-Leader) and the overall supervision of the Operations Officer, the incumbent will focus on the following duties;

Provides security coverage of entry points throughout the United Nations complex to prevent entry to unauthorized person and the unauthorized removal of UN property.

Screens all personnel, packages and vehicles entering the premises including clearance through metal detectors; checks packages both visually and by use of x-ray equipment; identifies and retains custody of weapons entering the premises with the authority to either confiscate or return said weapons upon owners' exit from the premises.

Conducts exterior, garage, garden and watch-tour patrols throughout the Headquarters district and annex buildings for the purpose of intercepting unauthorized persons attempting to have gained entry to the premises, reporting all security, fire and safety violations to the Security Control Centre.

Provides information and directions to all persons associated with the organization.

Controls, identifies and clears pedestrian and vehicular traffic entering and exiting the premises; maintains log books and records as required.

Maintains alertness for any potential or actual breaches of security and any disturbances or unusual activity; and reports these immediately.

Ensures that all UN property being carried from the complex is checked for appropriate documentation.

Performs all other related duties as assigned.

Education

High school diploma or equivalent. Proof of service and training in a recognized military, police or military police academy in a similar environment and the candidate must have passed the United Nations Security Officer Test (SOT). Computer skills are required (ability to use MS Word, Access, Excel, e-mail). Must possess a valid drivers license for at least two (02) years, be First-Aid Certified, with proof of previous firearm training and certification. Proof of any other specialized security skill, will be an asset.

Work Experience

A minimum of four (04) years of experience in a national civilian police force, military police, professional security operations, including other relevant military operations.

Languages

For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment Method

The shorlisted candidates will be required to undertake a competency-based interview.

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.

- Priority consideration for vacancies at the P3 level will be given to internal candidates and candidates who have passed a competitive examination.

- Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers In accordance with established rules and procedures.

- An impeccable record for integrity and professional ethical standards is essential. All staff of the Ethics Office are required to submit a financial disclosure statement upon appointment and annually thereafter.

- This vacancy is subject to availability of post. Staff members of the United Nations Secretariat must fulfill the lateral move requirements to be eligible to apply for this vacancy. Staff members are requested to indicate all qualifying lateral moves in their Personal History Profile (PHP) and cover note.

- These posts are financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval. The appointment of staff will also be limited to service on posts financed by the Support Account.
