The International Rescue Committee (IRC) began working in northwestern Tanzania’s Kigoma Region in December 1993 when thousands of refugees from neighboring Burundi and Rwanda crossed the border, escaping violence and civil war. In 1996, another conflict, this time in the Democratic Republic of Congo, led to a large movement of refugees into Tanzania. Forced from their homes without warning, these refugees entered the country with nothing and the IRC responded by providing emergency assistance and later making the refugee camps a safe and manageable place to live until they could move on. Currently, the IRC assists almost 40,000 Burundians and over 60,000 Congolese who — for the time-being —  call Tanzania home.

BACKGROUND

The International Rescue Committee (IRC) IRC Tanzania is present in the Kigoma Region, Northwestern Tanzania, providing services in two remaining refugee camps in Kasulu District and at a transit centre in Kigoma town. Approximately 36,000 Burundians and 62,000 Congolese receive protection and basic assistance in the areas of Camp Management, Child Protection, Community-based Rehabilitation (care for disabled), Vulnerable Care, Youth & Development and Gender-Based Violence.

The GBV Program seeks to improve the protection of women and girls in the Tanzania refugee camps through supporting measures to prevent GBV, raise awareness and respond to current and emerging needs through a multi-sector approach.

SCOPE OF WORK

This role will be responsible for providing technical supervision for the overall implementation of quality GBV programs during the absence of the regular GBV Manager, in compliance with donor requirements and current programming strategy. S/he will lead the GBV team, contributing technical advice on the design, implementation and monitoring of GBV programs in addition to assessments being conducted during this period. As is realistic within the timeframe, h/she will ensure that GBV staff receives appropriate mentorship and professional development and that a positive team spirit is fostered encouraging innovative and quality programming.

The temporary GBV Manager will report to the Program Coordinator (PC) based in Kasulu. Technical support is provided by the WPE Technical Advisor.

KEY RESPONSIBILITIES


Program Design

• Provide technical guidance on program design and proposal development, including needs assessments and program evaluation.

Program Implementation and Monitoring and Evaluation

• Support the GBV Supervisors to coordinate and monitor the quality, timely implementation, financial management and reporting of the GBV program, in compliance with donor requirements

• Identify gaps in data collection and develop tools and systems to ensure quality and consistent program monitoring

• Provide on-going direct supervision, including assisting in the development of individual work plans, for GBV staff, ensuring best practice standards are met

• Ensure timely submission of all program reports and quality of program data

• Conduct regular meetings with project staff and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified

Human Resource Management and Development

• Lead GBV program staff, encouraging a positive and committed team spirit, which fosters participation and innovation from all staff
• Assess the training and capacity building needs, and advice on professional development plans, in line with organizational strategies, for GBV staff
• Conduct technical trainings in response to identified needs of GBV staff.

Communication, Coordination, Representation and Advocacy

• Collaborate with Field Coordinator and other operations Coordinators to ensure that the GBV program is properly supported and that all activities are conducted according to IRC HR, Logistics, Finance and other policies and procedures
• In coordination with the PC, promote and represent the interests of the GBV program with regards to all relevant stakeholders
• Liaise with IRC’s WPE Technical Unit and other departments as required to ensure effective and collaborative working relationships

Location, security and housing

This position will be based in Kasulu in Northwestern Tanzania, which is stable but relatively remote. The temporary GBV Manager will live in shared IRC housing in Kasulu.
