MANAGER, HIV/AIDS AND INFECTIOUS DISEASES at East, Central and Southern African Health Community (ECSA)
1. The Organization

The East, Central and Southern African Health Community (ECSA-HC) is a regional organisation set up in 1974 to promote the highest possible standards of health among member countries. ECSA-HC is mandated to foster cooperation among member states that will lead to the strengthening of health care programmes in the region. The Secretariat implements its activities through specific programmes in Family and Reproductive Health; Food Security and Nutrition; Health Systems and Services Development; HIV/AIDS and Infectious Diseases; Human Resources for Health & Capacity Building, Research, Information and Advocacy and Monitoring and Evaluation.

2. Title of the Post: Programme Manager, HIV/AIDS and Infectious Diseases

The East, Central and Southern African Health Community (ECSA-HC) based in Arusha, Tanzania invites applications for the Post of Programme Manager, HIV/AIDS and Infectious Diseases from suitably qualified persons who are nationals of member states. The ECSA Member states are Kenya, Lesotho, Malawi, Mauritius, Seychelles, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.3. Accountability/Reporting Structure
The post holder will be accountable to the Director General of the ECSA HC Secretariat.

4. Purpose of the post

-To lead the ECSA-HC Secretariat HIV/AIDS and Infectious Diseases portfolio.
-To coordinate and provide policy and strategic direction to promote evidence based programmes for prevention and control of HIV/AIDS, TB and other Infectious Diseases (ID) across ECSA member states

5. Specific duties

-Provide leadership in establishing ECSA HC policy and strategy on HIV/AIDS, TB and infectious diseases health interventions within ECSA member states.
-Support the managers of programmes within ECSA in evolving programmes that integrate HIV/AIDS, TB, and other infectious diseases into other sectors/programmes for the improvement of health delivery in ECSA member states.
-Use established networks at the regional and international level to collect and exchange information on the prevalence and efforts to control HIV/AIDS, TB and other infectious diseases in member countries.
-Monitor and report the progress and outcomes of the organisation’s interventions related to HIV/AIDS, TB, and ID that are integrated in other health programmes.
-Brief management on the issues related to HIV/AIDS, TB and ID that needs to be addressed at the regional level.
-Liaise with regional and international organisations/partners to facilitate the implementation of innovative interventions and models of good practices that are adaptable to the ECSA member states.
-Maintain a system for profiling, repackaging and dissemination of models of good practices that are cost effective for control of HIV/AIDS, TB and other infectious diseases in ECSA HC member states.
-Mobilize resources from different partners through writing programme/project proposals to support implementation of regional interventions for control of infectious diseases and ensure accountability of resources to meet the collaborators funding requirements.
-Facilitate implementation of multi-centre operational research activities to facilitate development of evidence-based policies and programmes that focused on infectious diseases (HIV/AIDS, TB etc) and other health programmes such as Family and reproductive health
-Participate in scientific conferences through presentation of papers and discussion of the performance of the HIV/AIDS, TB, and other Infectious Diseases Programme
-Perform any other duties as delegated to by the Director General.

6. Education, professional qualifications and relevant working experience

The applicant should have a Medical degree with postgraduate qualifications in either Public health, Epidemiology or Community health or a social degree with postgraduate qualifications in Public health, Epidemiology or any other post graduate social science or clinical qualifications relevant to HIV/AIDS, TB and other Infectious Diseases.

He/she should have at least 5 years experience in a senior management position in a health related organisation including managing community health programmes. He/she should have experience in working with international organisations or in a multicultural environment.

7. Skills required

· Good communication and report writing skills.
· Management, interpersonal and networking skills
· Strategic planning and research skills.
· Have good negotiation and analytical skills
Age: 35-54 years.

8. Remuneration Package

An attractive package will be offered to the right candidate. The package details may be obtained on request from the Director General, ECSA Health Community, Arusha.

9. Contract Appointment

This is a three-year contract appointment renewable once on successful performance and through mutual agreement.

10. Method of Application

Nationals of the 10 Member States of ECSA-HC who wish to apply for the post should do so by submitting the following:

· A Reference letter or a letter supporting the application signed by the Permanent Secretary responsible for Health
· Nationals from member states who apply for the post should do so using the prescribed application forms obtainable from Principal/Permanent Secretaries of Ministries of Health in their respective countries or download the application forms from ECSA website.
