1. The Organization
The East, Central and Southern African Health Community (ECSA-HC) is a regional organisation set up in 1974 to promote the highest possible standards of health among member countries. ECSA-HC is mandated to foster cooperation among member states that will lead to the strengthening of health care programmes in the region. The Secretariat implements its activities through specific programmes in Family and Reproductive Health; Food Security and Nutrition; Health Systems and Services Development; HIV/AIDS and Infectious Diseases; Human Resources for Health & Capacity Building, Research, Information and Advocacy and Monitoring and Evaluation.

2. Title of the Post: Programme Officer – HIV/AIDS and Infectious Diseases

The East, Central and Southern African Health Community (ECSA-HC) based in Arusha, Tanzania invites applications for the Post of Programme Officer, HIV/AIDS and Infectious Diseases from suitably qualified persons who are nationals of member states. The ECSA Member states are Kenya, Lesotho, Malawi, Mauritius, Seychelles, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.

3. Accountability

The post holder will be accountable to Programme Manager, HIV/AIDS & Infectious Diseases.

4. Purpose of the post

To provide support to the head of the programme in coordination and development of regional policies and programmes for prevention and control of HIV/AIDS, TB and other Infectious Diseases

5. Specific Duties

Working under the guidance of the manager HIV/AIDS/ID, the Programme Officer will;
• Collect, compile and maintain a database on the prevention and control of infectious diseases in ECSA member states.
• Monitor and report the progress and outcomes of the organisation’s interventions related to HIV/AIDS, TB and other infectious diseases that are integrated in other health programmes.
• Update the database on a quarterly basis.
• Compile monthly, quarterly and annual work plans and progress reports on the implementation of programme activities
• Organize meetings and workshops at regional and country level to sensitize and promote the adoption of evidence based policies and better practices in prevention and control of infectious diseases (HIV/AIDS, TB etc).
• Facilitate implementation of multi-centre operational research activities to facilitate development of evidence-based policies and programmes that focused on infectious diseases (HIV/AIDS, TB etc) and other health programmes such as Family and reproductive health

• Perform any other duties as may be delegated by the programme Manager, HIV/AIDS & Infectious Diseases.

6. Education, professional qualifications and relevant working experience

The applicant should have a first degree in a Medical or social science discipline, postgraduate qualification in Community health, Public health, Epidemiology or any other post graduate social science or clinical qualification relevant to HIV/AIDS, TB and other infectious disease will be an added advantage.

He/she should have at least 2 years experience in management of HIV/AIDS, TB or ID programmes/projects in a health related organisation. He/she should have experience in working with international organisations or in a multicultural environment.

7. Skills required

• Strategic planning and research skills.
• Good negotiation and analytical skills

Age: 28-45 years.

8. Remuneration Package

An attractive package will be offered to the right candidate. The package details may be obtained on request from the Director General, ECSA Health Community, Arusha.

9. Contract Appointment

This is a two-year contract appointment renewable on successful performance and mutual agreement..

10 Method of Application

• Copies of educational and professional certificates
• Names of three (3) referees with their addresses including Telephone, Fax and e-mail.
• A Reference letter or a letter supporting the application signed by the Permanent Secretary responsible for Health.
• Nationals from member states who apply for the post should do so using the prescribed application forms obtainable from Principal/Permanent Secretaries of Ministries of Health in their respective countries or download the application forms from ECSA website.
