Who we are
Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide. Oxfam’s Tanzania country strategy for 2010 to 2015 has pastoralism as a central component of its work on economic justice. In Tanzania, Oxfam is currently
working on Economic Justice – Rural Livelihoods (including smallholder, pastoralist and women’s livelihoods), Social Justice centred in active citizenship, quality education and Community Empowerments, and Gender Justice (including women’s economic and social leadership and ending violence against women). Programmes are currently located in Arusha, Morogoro, Shinyanga and Tanga regions.

We are currently looking for a dynamic, qualified and experienced Pastoralism Programme Manager to enhance the impact of our program work in Tanzania.

The role

In this role you will report to Country Director Oxfam Ireland. You will manage Oxfam’s pastoralism strategy and, along with local civil society partners, you will develop, implement and monitor projects that contribute to the strategy. You will work with other Oxfam staff and its partners to ensure that the operational strategy and programme for pastoralism is in line with the overall country, economic justice and gender strategy for Tanzania and in line with Oxfam programme standards. You will promote the pastoralism strategy among Oxfam staff and partners to ensure comprehensive support and ownership, develop a funding framework for the strategy that includes financial contributions from different sources and identifies gaps where additional funding is needed and managing funding contracts for Oxfam Ireland’s pastoralism programme. In collaboration with the Programme Quality Coordinator you will develop and manage a framework for monitoring, evaluation and learning. You will also work with partners, affiliates, and broader networks to develop appropriate advocacy strategies for pastoralist rights, while building and strengthening alliances with Oxfam partners and key stakeholders such as land rights, women’s rights, and human rights CSOs, Government ministries and international donors. You will ensure that all programme and projects proposals are underpinned by strong gender analysis, promotion of active citizenship as well as risk and vulnerability assessment for HIV & AIDS.

The person

The successful candidate will have a proven commitment to social change and a good understanding of the policy and other issues affecting the lives and livelihoods of pastoralists in Tanzania; a relevant qualification in dry lands management, livestock sciences, law, development studies or social sciences; 3 years relevant experience in the development and management of pastoralist livelihood strategies and programmes at national level including strategic planning and management, mainstreaming of gender, HIV&AIDS and active citizenship, monitoring, evaluating and learning, budgeting and financial management; Experience in the provision of capacity building support to partner NGOs and CSOs , A proven track record of successfully developing proposals and securing funding from institutional donors, Fluent written and spoken English and fluent written and spoken Kiswahili. Flexibility in terms of travel and working hours is a requirement of this role.
