INTERNATIONAL CRIMINAL TRIBUNAL FOR RWANDA


Responsibilities

Under the overall command of the UNDF Commanding Officer and the direct supervision of the Security Sergeant, the Security Officer is responsible for monitoring the activities of the front office, receive defense teams, detainee’s visitors, official visitors and keep a record of all the visits. The officer conducts searches to all visitors who come to the detention facility, monitors the visits and records all the incidents. The officer is also tasked to control and prevent entry of any contraband items into the detention facility by defense teams, family visitors or any other person. He or she:

- Supervise reception of all visitors including Detainees’ Family Visitors and Defense Counsel Teams at the United Nations Detention Facility Front Office; assist detainees visitors to fill in the personal data forms correctly, ensure that property and cash brought in by detainees relatives is declared and properly documented; receive members of various defense teams and conduct or supervise searches to prevent entry of unauthorized items; ensure that the locations of visitors booths and lawyers booths are closely monitored;

- Supervise and guide the Tanzania Prisons Officers assigned to provide assistance at the Front Office; supervise searches by use of walk-through metal detectors, hand-held metal detectors or body searches and report any unusual finding;

- Ensure that all persons entering the United Nations Detention Facility are properly identified, are duly authorized to visit the facility and a record of such visits is maintained; Co-ordinate with ICTR Security and Safety Section and confirm that such visit to the facility is authorized before the visitor is permitted to board the vehicle to the facility;

- Search detainees prior to their departure to court, hospital or any destination and when returning to the facility; and conduct searches to all other persons entering the United Nations detention facility;

- Keep detailed log of all incoming and outgoing property for detainees and ensure that all packages destined for detainees are properly screened;

- Control and prevent entry of unauthorized persons or items and any form of contraband that may be introduced in the detention facility; screen audio and video materials brought for detainees by relatives and friends before they are issued, ensure that books and other printed materials brought in privately for detainees are censored prior to issue;

- Be alert for any potential or actual breaches of security and order or and any disturbances or unusual activity and report these immediately;

- Ensure that all UN property being carried from the UNDF complex is checked for appropriate documentation and gate passes have been duly signed by an authorized official.

- Perform other related duties as required; escort and custody of detainees, take charge of the shift during the absence of Security Sergeant, perform patrol duties inside the detention area, assignment to special mission duties etc.

Results Expected:

Security officer provides a safe and secure environment for all detained persons, staff members and all visitors authorized to enter the detention facility in accordance with rules and regulations that govern the Detention Facility.

Education

Completion of secondary school education supplemented with formal security training in prisons, police or military academy or college. First level University degree is an asset.

Work Experience

At least 3 years of progressively responsible professional security experience in security, military, or police, including at least 2 years of United Nations Security Service.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
