This post is located in the Sub-regional Office for Eastern Africa (SRO-EA) of the Economic Commission for Africa in Kigali, Rwanda. Under the general supervision of the Director of the SRO-EA, the Senior Economic Affairs Officer will be responsible for coordinating the Macroeconomic and Social Policy Analysis Cluster.

Responsibilities

The Senior Economic Affairs Officer will be responsible for the following tasks: Plan and oversee the management of the cluster ; Articulate the areas for research, policy analysis, capacity building and advisory services of the cluster ; design its work programme and provide leadership and ensure its timely and effective implementation in accordance with the priorities and programmes of the member States, Regional Economic
Communities (RECs), and relevant mandates of the United Nations; Track progress made in macroeconomic and social development in Eastern Africa and supervise the preparation of relevant studies and reports on the matter and provide intellectual leadership for their delivery and dissemination; Foster regional cooperation and integration as well as the alignment and harmonization of policies, laws, regulations, codes, standards and practices to promote integrated development of the sub-region ; Identify emerging macroeconomic and social issues of interest to Eastern Africa and articulate policies, strategies and approaches to address them; Assist the member States and RECs to build consensus and articulate common macroeconomic and social positions and strategies ; Generate and disseminate knowledge and facilitate the building of communities of practice and peer-learning groups on economic forecasting and modelling as well as long-term strategy setting and planning ; Deliver relevant capacity-building programmes for planners, policy makers and other stakeholders ; Provide substantive servicing of inter-agency meetings and functional support to the work of the United Nations country teams and other United Nations inter-agency activities in support to RECs and to the African Union and its NEPAD programme ; Service intergovernmental and expert bodies; Lead the organization of meetings, seminars and other fora in particular the meetins of the SRO-EA Intergovernmental Committee of Experts (ICE) ; Liaise and collaborate with other ECA Divisions and sub-regional offices, and external partners in the development and implementation of the work programme of the office ; Lead missions as a senior expert and/or represent SRO-EA at high-level international events on macroeconomic and social development issues and contribute substantively to discussions and their outcome; Prepare speeches for senior staff and make presentations on economic issues for specialist or non-specialist audiences; Contribute to the building of a high performance team in SRO-EA; Develop and maintain relations with senior officials of member States and partner institutions and ensure a response to requests for advice and/or assistance; When required, and in the absence of the Director, administer the work of the SRO-EA, as Officer-in-Charge; and Undertake other work as deemed necessary for the effective delivery of the programme by the Organization.

Competencies

Professionalism: Proven ability to apply economic theories and concepts to economic and sustainable development and identify emerging issues of interest to the sub-region as they relate to policy formulation, design of development strategies, capacity building, knowledge generation, awareness raising, and consensus building; Strong analytical skills and ability to draw policy implications, propose options and make recommendations on socio-economic issues ; Demonstrated capacity to produce own reports and papers on socio-economic issues as well as to lead the development of normative work and edit the work of others ; Capacity to design adequate responses and advise different constituencies on macroeconomic and social isssues ; Ability to advocate for policy and programme initiatives; Excellent project management skills.

Knowledge of statistical and econometric packages (e.g. Stata, SAS, SPS, E-Views) is required. Capacity to undertake economic forecasting and modeling as evidenced by the level of familiarity and command of dedicated tools (e.g. GTAP, GAMS and RATS) is required. Good evidence of publications on macroeconomic and social development issues is required.

Education

Advanced university degree in economics with specialization in macroeconomic or international economics. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. PhD is highly desirable.

Work Experience

A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related areas at sub-regional, regional and international levels. Experience in working with the UN, RECs and intergovernmental organizations is desirable.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment Method

Short-listed candidates will be required to write an essay (case study) on a development topic of interest to Eastern Africa. They will also be subjected to competency based interviews.
